Utah hands its State Fire Marshal a job most states scatter across three agencies: certifying the individual techs who inspect and test fire protection systems, trade by trade. Who regulates fire protection work in Utah
The State Fire Marshal's office, a division of the Department of Public Safety, administers the Utah Fire Code and the R710 rules, with the Utah Fire Prevention Board setting policy. The fire code itself lives in Utah Code Title 15A, Chapter 5, which is unusual: the legislature enacts it, amendments and all. Portable extinguishers (R710-1)
Companies hold an annual concern license, and every individual servicing extinguishers holds a certificate of registration, earned with a 70 percent score on an open-book exam covering the statute, rule R710-1, and NFPA 10 (2018 edition). Certificates renew annually, with a re-examination every five years.
Fire sprinkler inspection and testing (R710-5)
Utah builds a four-rung ladder for water-based ITM under rule R710-5. Technician I certifies on wet pipe, antifreeze, and standpipe systems and completes a manipulative skills task book. Technician II adds dry pipe, deluge, preaction, fire pumps, and storage tanks. Technician III adds water spray and foam-water systems. Master Technician requires NICET Level III in inspection and testing of water-based systems. Proof of liability insurance rides along at every level.
Fire alarms (R710-11)
The fire alarm program mirrors that structure: Basic Fire Alarm Technician for newcomers, who work supervised and finish a task book within 60 days of passing; Fire Alarm Technician for buildings up to four stories; Master Fire Alarm Technician for high-rise and smoke control work. NICET maps across cleanly, Level I waives the basic exam, Level II equals technician, Levels III and IV equal master. R710-11 also carries Utah's annual inspection tagging requirement, so the tag on the panel is a regulatory artifact, not a courtesy sticker.
Suppression systems and hood cleaning (R710-7)
Kitchen and special-hazard work takes a fire suppression system concern license: Class H1 to install, modify, and service engineered and pre-engineered systems, Class H2 for service and maintenance including hydrostatic testing, plus individual certificates of registration for the techs. Kitchen exhaust duct cleaners certify under their own fire marshal program, a detail restaurant-heavy service companies shouldn't skip.
Forms, tags, and records
Utah's paperwork requirement shows up as tags and rule-specified records rather than a single state report form. Each R710 rule spells out what documentation and tagging its trade must leave behind; pull the current rule text before you print tags, because the rules get amended and an outdated tag format invites questions. Inspection records otherwise follow NFPA 25, NFPA 72, and NFPA 10, and stay available to the local fire authority. No statewide electronic submission portal exists for contractor ITM reports, so each local AHJ sets its own expectations. Ask before you assume.
Inspection frequencies
Annual inspection and testing anchors the alarm side, enforced through R710-11's tagging cycle. Water-based systems follow NFPA 25's quarterly, annual, and five-year rhythm; extinguishers follow NFPA 10's monthly checks and annual maintenance; suppression systems follow their listing and NFPA 17A's semiannual service.
